EDITORIAL MAY 2012 MARCH COMRADES MARCH !
MARCH TO THE 19th ALL INDIA BGM ON 16th&17th MAY 2012 HELD IN GARDEN CITY BENGALURU.
The garden city welcomes the delegates of 19th BGM of AILRSA, with flowers of various species of flora, to deliberate on the vital matters concerning the working class as a whole, railway men in general and loco men in particular and to take appropriate program of action to resolve them.
The AILRSA, on the occasion of May Day 2012, the day of international solidarity and unity of the working class, extends warmest revolutionary greetings to the working class and toiling masses of the country and the world. On this great day, the AILRSA reaffirms its commitment to class struggles and pledges solidarity to the struggles of working class and to continue its onward march to liberate the Loco men from the prevailing working conditions of bonded labour system and to secure appropriate grade pay, running allowance rates, onerous allowance and safety in running of trains.
The untiring and valiant struggles launched by AILRSA has resulted in, the Government of India realizing and recognizing the dispute raised by AILRSA ,consisting of four major demands, involves question of National importance and the need to address and resolve them , has constituted through ministry of labour ,a National Industrial Tribunal, under the Industrial disputes Act,1947, on 27-01-2012, with head quarters at Mumbai, and appointed Justice Shri.Gouri Shankar Sarraf as its Presiding officer, to adjudicate and give the award with in a period of three months. The four major demands referred for Adjudication before the National Industrial Tribunal are related to Grade Pay, Rates of Running Allowances, Onerous Allowance and HOER.
The AILRSA, as notified by the Hon. Tribunal, has represented before the Hon. Tribunal on 26-03-2012 submitting the statement of claim. Where as, the railway administration failed to appear and the hearing was adjourned to 25-04-2012.The AILRSA has represented before the Hon. Tribunal on 25-04-2012. Whereas, the railway administration has, once again, failed to appear before the Hon. Tribunal. The Hon. Tribunal has adjourned the hearing to 31-05-2012 and passed orders for ex-parte proceeding, in the event of Railway Administration not presenting on 31-05-2012. The loco men may contribute their might in strengthening the justification of our demands that stood, for adjudication, before the Hon. Tribunal
It is apparent from the conduct of the Railway administration that it is not serious about resolving the Industrial Dispute and hence reluctant to appear before the Hon. Tribunal. The delegates have to give serious thought to the issues before them particularly in this regard and take appropriate decisions and program of action to achieve the justified demands. Comrades, Remember that we consider the constitution of National Industrial Tribunal, as one of the means to achieve our demands, through Adjudication. But, it is does not mean that it is a panacea for all our problems. Therefore, we should not remain relent in our trade union activities in achieving our demands and resolving the problems. Therefore, be vigilant in defending your rights and achieving your demands.
The AILRSA gives a clarion call to all the Loco men to unite and rally behind the AILRSA to strengthen it further, to achieve the demands to our satisfaction and to protect our interests.
